EMERCOM, the most succeeding ministry

In March we conducted a study to probe which ministry activity, Russians think, is most effective.

To distinguish a leader we introduced to our respondents the below list of 20 ministries:

– Ministry of the Russian Federation for Civil Defense, Emergency Management and Natural Disasters Response;

– Ministry of Telecom & Mass Communications;

– Ministry of Sport of the Russian Federation;

– Ministry of Defense;

– Ministry of Internal Affairs;

– Ministry of Foreign Affairs;

– Ministry of Cultural Affairs;

– Ministry for Industry and Trade;

– Ministry of Energy;

– Ministry of Justice;

– Ministry of Transport;

– Ministry of Healthcare of the Russian Federation;

– Ministry of Finance of the Russian Federation;

– Ministry of Education and Science of the Russian Federation;

– Ministry of Agriculture;

– Ministry for Economic Development;

– Ministry for Far East Development;

– Ministry of Regional Development;

– Ministry of Natural Resources and Environment;

– Ministry of Labor and Social Protection.

Then we asked interviewees to point to the most effective organ out of those listed

The respective rating is shown on the graphs below (% of respondents). For convenience purposes we have not included establishments, rated less than 1% (i.e. Ministry of Education and Science, Ministry of Agriculture, Ministry of Economic Development, Ministry for Far East Development, Ministry of regional development, Ministry of Natural Resources and Environment, Ministry of Labor and Social Protection, instead we have brought them together under a single item of “Other Ministries”).

So, the Ministry of the Russian Federation for Civil Defense, Emergency Management and Natural Disasters Response is a big leader on the list. All other ministries are found considerably behind. Moreover it’s worth noticing that quite a number of respondents did not know to evaluate somehow activities of the ministries listed. The first line is taken by the ministry, which is kind of a buzz word for all Russian people.

The study was conducted in March 2013 based on the all-Russia representative adults sample (18+) using face-to-face interview method in place of residence. Altogether 1000 respondents in 8 federal districts, 46 entities of the Russian Federation in 100 settlements (153 sample points) have been interviewed. The sample error makes 3,1%.
