In October 2020, the Independent Research Agency “Bashkirova and Partners” conducted a study for Rospotrebnadzor on the topic of “Healthy Food in the Context of School Meals”.

The study involved 20 experts, representatives of the educational sphere / school directors and teachers, parents actively engaged in the school life, the medical community / nutritionists and directors of factories that supply food to schools. Overall 20 in-depth interviews were conducted, ranging from 45 minutes to an hour.

The strategic goal of this study was to help the authorities plan their advocacy on healthy eating in Russian schools in Russia. The study helped to understand how representatives of the educational spheres, parents, and the medical community see the main tendencies and trends in public perception of the topic of healthy eating among schoolchildren.

According to experts, advocacy by the authorities should address issues such as quality control and improving food culture. School principals commented on the pricing and funding of school meals, and nutritionists insisted on the importance of topics such as balanced and varied diet. Parents are concerned about the availability of food for low-income families and the need to take into consideration the opinions of parents and children in the process of organizing meals.

Most of the respondents agreed that the federal authorities should listen to the regional ones when developing legislation, because in the places they often better understand the needs and propose more adapted solutions.

The respondents consider the following outreach tools to be the most effective: the Internet, in particular websites, portals and school hotlines, the Ministry of Health, Rospotrebnadzor. The importance of holding thematic seminars, meetings with parents and surveys of the population on the topic of school meals, the publication of articles and the creation of social advertising were also frequently mentioned.
